The creator of the Bulli Bai app, Neeraj Bishnoi, 21, from Assam, was arrested on Thursday by the Intelligence Fusions and Strategic Operations  (IFSO) unit of the Delhi Police Special Cell.

The 'Bulli Bai' app was an open source platform GitHub was used to upload photos of hundreds of Muslim women without their consent for a virtual “auction”. The app has sparked a massive wave of outrage in India.

How did the Delhi Police discovered Neeraj Bishnoi?

After the Bulli Bai app controversy was emerged, a woman filed a complaint at the Cyber Police Station in Southeast Delhi. She alleged that her photo was uploaded by the Twitter account @bullibai_ and others. Therefore, an FIR was recorded regarding that.

Twitter suspended the accounts involved in the matter and the controversial app was removed from GitHub.

And technical assistance was provided to the Delhi Police for the investigation.

With the help of the Indian Computer Emergency Response Team (CERT-In), raw data analysis was conducted and the main suspect was found to be in Jorhat, Assam.

Under the supervision of Assistant Police Commissioner Raman Lamba, a police team assembled to locate and arrest the main suspect.

Police raided Assam's Jorhat and arrested Neeraj Bishnoi on Thursday. During questioning, he revealed that he was the one who created the controversial app on GitHub. In addition, he admitted to creating the Twitter account @bullibai_ among others.

Neeraj Bishnoi told police that the GitHub app was developed in November 2021 and was finally updated the following month. And the Twitter account was created on December 31. He said that he also created an account @ Sage0x1 to tweet about the app.

He was constantly monitoring social media updates, he said. When the case began to be investigated by the police, he created another Twitter account (@ giyu44) and tweeted: "You have arrested the wrong person, Mumbai police."

Neeraj Bishnoi is a second year B.Tech student at the Vellore Institute of Technology in Bhopal. He has been suspended from his college.

Further investigation into the case is underway.

Other Detentions

Previously, three people had been arrested in this case by the Mumbai police. This includes Shweta Singh, 18 year, Mayank Rawal, 21year and Vishal Kumar Jha, 21 year.
